TDHCA is releasing a proposed rule action for public comment on 10 TAC Chapter 21.4, New Construction and Reconstruction Activities as approved by the TDHCA Governing Board on September 5, 2024.

Proposed amendments to the rule mandate the use of the minimum energy standards of 2021 International Energy Conservation Code (IECC), or a HUD-approved alternative pathway to compliance for Single Family HOME-funded new construction and reconstruction projects.  These amendments are proposed to ensure compliance with new federal requirements. 

The proposed rule action can be found on the TDHCA Public Comment Center at https://www.tdhca.texas.gov/tdhca-public-comment-center, and is expected to be posted in the Texas Register edition dated September 20, 2024, at http://www.sos.state.tx.us/texreg/index.shtml.
