TDHCA is releasing a proposed rule action related to 10 TAC Chapter 10, Subchapter I, Public Facilities Compliance Monitoring. This action was approved by TDHCA's Governing Board on July 9, 2026, and will be released for public comment and returned to the Board for final adoption. The rule action, including the preamble, is expected to be published in the Texas Register edition for July 24, 2026. The proposed Public Facilities Corporation (PFC) Compliance Monitoring rule updates and clarifies the audit and monitoring requirements for PFC multifamily properties. The revisions are intended to improve consistency with 10 TAC Chapter 10, Subchapter J by clarifying program requirements, processes, and regulatory language across multiple sections. The proposed rule addresses topics that frequently generate questions, updates references to revised required forms, and clarifies, adds, or removes reporting requirements for PFC multifamily developments that are required to submit annual reports to TDHCA.
