TDHCA has announced a rule action relating to 10 TAC Chapter 12, Multifamily Housing Revenue Bond Rules, which were approved by the TDHCA Governing Board on September 5, 2024. The rule will be available for public comment on September 20, 2024, through October 18, 2024. 

The rule, including its preamble, is expected to be published in the Texas Register edition of September 20, 2024, and that published version will constitute the official version for purposes of public comment and can be found at the following link: https://www.sos.texas.gov/texreg/index.shtml.

The proposed rule action can be found on the TDHCA Public Comment Center at https://www.tdhca.texas.gov/tdhca-public-comment-center.

The purpose of the new rule is to provide compliance with Tex. Gov't Code Sec. 2306.359, which requires the Department to provide for specific scoring criteria and underwriting considerations, as well as other requirements, for its multifamily private activity bond activities.
