TDHCA is releasing a draft of proposed new 10 TAC Chapter 23, Single Family HOME Program, Subchapter B, Availability of Funds, Application Requirements, Review and Award Procedures, General Administrative Requirements, and Resale and Recapture of Funds, Sections 23.20-23.29 and Subchapter F, Single Family Development Program Sections 23.60-23.61 and asking for public comment.

The draft was approved by the TDHCA Governing Board on June 4, 2026. The public comment period begins at 8:00 a.m., Central Time, on Friday, June 19, 2026.  All public comments must be received by 5 p.m., Central Time, on Monday, July 20, 2026.

The proposed draft can be found on the TDHCA Public Comment Center at https://www.tdhca.texas.gov/tdhca-public-comment-center and is expected to be posted in the Texas Register edition dated June 19, 2026, at http://www.sos.state.tx.us/texreg/index.shtml.
