Overview

Welcome to the MHD Tax Lien Database Web page. The MHD Tax Lien Database System is designed to allow taxing entities the ability to release their own liens as well as the liens for the entities they collect for.

Guidelines

Read the MHD Tax Lien Database User Guide (PDF) for instructions on using the new system including recording, releasing and reinstating liens; as well as setting up and managing your own account. Print the user guide for reference as you enter information into the system.

Obtaining a User ID

Once an Access Agreement has been completed entities with current Central Tax Collector (CTC) numbers will use their existing CTC number (including dashes) as a user name and the initial password given by the Department. Once you have performed your first login you will need to reset your password. To obtain a user name and password from the Department you must send in a completed Central Tax Collector Account Request Form (PDF fillable) as well as an Access Agreement (PDF fillable). The form must be notarized, signed and dated by the responsible collector or their designee.

Creating a Designee Access Account

Should the Tax Collector wish to delegate the responsibility of entering information into the MHD Database to another employee, they can create a "Designee Access Account" within their own CTC account. After entering the information, a Designee Access User Account will be created automatically by the system. The management of this account number is the sole responsibility of the Tax Collector. Should a designee’s access number need to be terminated, the Tax Collector is responsible for deactivating that access. We recommend that you complete the Designee Access Form (PDF fillable) and place it in your records.
