2012 NPI Target Revision Requests

Annually, CSBG subrecipients are requested to identify their proposed program activity by National Performance Indicators (NPIs) and are required to submit their projected CSBG program performance figures by corresponding indicators. Subrecipients are expected to develop proposed performance targets by taking into consideration the organization’s available funding, the subrecipient CAP plan, current and proposed projects, programs administered, and community needs. Prior to contract implementation, CSBG planned performance figures are reviewed and approved by the Department. As part of this process, approval by the Department takes into consideration all of the above pertinent factors that impact the proposed subrecipient performance.
The Department understands that from time to time, program changes and funding levels may occur beyond the subrecipients control that impact their planned program performance figures. When this occurs, the Department has created the "NPI Target Revision Request Form" that the subrecipient will prepare and submit to the Department to request an adjustment to previously approved performance figures. Requests for revisions may be initiated for the current program year or for subsequent program years. The Department will review the subrecipient request, consider the justification for the change and determine if the request is appropriate. Please note that the Department will include, with the subrecipient’s request for performance modification, a review of the subrecipient’s planning processes followed in establishing the initial performance targets.

On September 7, 2011 the National Association for State Community Services Programs (NASCSP), provided training to CSBG subrecipients regarding performance targeting. The training provided pertinent information on establishing clearly worded performance measures with well defined targets that represented realistic performance.
