TDHCA celebrates grand openings in Fort Worth and Dallas

The Texas Department of Housing and Community Affairs celebrates the start of 2026 with the grand opening of two affordable housing properties! Thrive on Crawford, a 67-unit property in Fort Worth, is working directly with JPS Health Network to provide direct access to healthcare services for residents, and in Dallas, April Housing reopened West Virginia Park, a rehabilitated 204-unit property that will provide affordable, safe housing for another 30 years.

Thrive on Crawford is located at 1310 Crawford Street in Fort Worth and will serve households earning between 30 to 60 percent of the Area Median Income (AMI). The development features one, two, and three-bedroom units. Amenities include a business center, clubhouse and lounge area, and outdoor playground. The development is a 2021 9% Housing Tax Credit (HTC) recipient ($1.7 million worth approx. $17 million over 10-year term), a 2023 supplemental 9% HTC recipient, and a 2023 Multifamily Direct Loan recipient ($1.8 million).

 

West Virginia Park is located at 8004 West Virginia Drive in southwest Dallas, near Southwest Center Mall, grocery stores, popular restaurants and a Dallas public library. Originally built in 2004, West Virginia Park has undergone a complete transformation including renovated kitchens and bathrooms, updated outdoor play areas, and the installation of rooftop solar to help offset residents' electricity usage and for back-up power during weather-related outages. The development is a 2024 4% HTC recipient, receiving $1.87 million in tax credits worth approximately $18 million over the 10-year term.
