The Texas Department of Housing and Community Affairs (TDHCA) has announced a rule action relating to 10 TAC Chapter 12, Multifamily Housing Revenue Bond Rules, and approved by the TDHCA Governing Board on October 9, 2025. The rule will be open for public comment beginning on October 24, 2025, through November 21, 2025. 

The rule, including its preamble, is expected to be published in the Texas Register edition of October 24, 2025, and that published version will constitute the official version for purposes of public comment and can be found at https://www.sos.texas.gov/texreg/index.shtml.

The purpose of the new rule is to provide compliance with Tex. Gov't Code Section 2306.359, which requires the Department to provide for specific scoring criteria and underwriting considerations, as well as other requirements for its multifamily private activity bond activities.
