TDHCA is releasing a draft of the proposed repeal of 10 TAC Chapter 21, Minimum Energy Efficiency Requirements for Single Family Construction Activities; proposed repeal of 10 TAC Chapter 20, Single Family Programs Umbrella Rule Section 20.3, Definitions; and proposed new 10 TAC Chapter 20 Single Family Programs Umbrella Rule, Section 20.3 Definitions and Section 20.16, Minimum Energy Efficiency Standards, for public comment. The draft was approved by the TDHCA Governing Board on July 9, 2026.  

The public comment period begins at 8 a.m., Central Time, on Friday, July 24, 2026, and continues until 5 p.m., Central Time, on Monday, August 24, 2026.

The proposed draft can be found on the TDHCA Public Comment Center at https://www.tdhca.texas.gov/tdhca-public-comment-center, and is expected to be posted in the Texas Register edition dated July 24, 2026, at http://www.sos.state.tx.us/texreg/index.shtml.
