TDHCA announces six rules from 10 TAC Chapter 1 Administration, Subchapter A, General Policies and Procedures Rules, for public comment. These six rules were approved by the TDHCA Governing Board on February 5, 2026. These rule actions will be released for public comment and returned to the Board at a later meeting for final adoption.  

The rule actions and their preambles, are expected to be published in the Texas Register edition for February 20, 2026. The published version will constitute the official version for purposes of public comment and can be found at https://www.sos.texas.gov/texreg/index.shtml.

Under Tex. Gov't Code Section 2001.039, state agencies are required to review a rule every four years to assess whether the reasons for initially adopting the rule continue to exist and if so, whether any changes to the rule are warranted. For the six rules listed below the Department last performed a 4-Year rule review in 2022. Staff has determined that some revisions are warranted as further described in each item's public comment posting. The proposed rules will be made available for public comment from February 20, 2026, through March 22, 2026, and returned to the Board for final approval. * Section 1.2 Department Complaint Process
* Section 1.6 Historically Underutilized Businesses
* Section 1.16 Ethics and Disclosure Requirements for Outside Financial Advisors and Service Providers
* Section 1.19 Reallocation of Financial Assistance
* Section 1.22 Providing Contact Information to the Department
