The Low-Income Household Water Assistance Program (LIHWAP) is a water assistance program designed to assist low-income households in meeting their immediate water and wastewater needs. The LIHWAP is administered through subrecipients, which collectively cover all 254 counties of the state. TDHCA’s Texas Utility Help portal has closed as requests for assistance has exceeded available LIHWAP funds.
