Public comment: Draft 2025 State of Texas Consolidated Plan Annual Performance Report: Reporting On Program Year 2024

The Texas Department of Housing and Community Affairs (TDHCA) announces the opening of a 15-day public comment period for the State of Texas Draft 2025 Consolidated Plan Annual Performance Report (CAPER): Reporting on Program Year 2024 (the Report), as required by the U.S. Department of Housing and Urban Development (HUD). The Report, as part of its overall requirements, governs the State of Texas' consolidated planning process. The Report is submitted in compliance with 24 CFR Section 91.520, Consolidated Plan Submissions for Community Planning and Development Programs. The 15-day public comment period is scheduled from Saturday, November 1, 2025, through Saturday, November 15, 2025.

Nov. 4: Single Family HOME and Colonia Self Help Center HOTMA Training

HUD's updated income and asset documentation standards, Housing Opportunity Through Modernization Act (HOTMA), is scheduled to be effective on January 1, 2026. To help prepare for these changes, TDHCA's Single Family and Homelessness Programs will host a HOTMA training on November 4, 2025, for administrators of the HOME Program or Colonia Self Help Center Program. The webinar is scheduled to run from 9:00 a.m. to 4:00 p.m. Central Standard Time.
