The Owner/Agents of properties participating in the Section 811 Project Rental Assistance (PRA) program play a critical role in the success and administration of the program.

TDHCA has developed training materials to assist Owner/Agents operate the Section 811 PRA Program.

The Owner/Agent Manual provides information to help Owners and Property Managers understand the Section 811 PRA Program. Owners/Property Managers managing units assisted by the 811 Program must follow the procedures described in the manual and use this information in conjunction with other TDHCA materials created for other funding sources to which a property may be subject.

Required Forms that Must Be Provided to Tenants Before Move-in 

HUD Model Lease (PDF)

HUD Model Lease (DOC)

Must be used for each participating Section 811 PRA Unit and signed by the household
Sample No Liens Lockouts Lease Addendum (PDF)As a requirement of the 10 TAC 10.613, there are no liens or lockouts for unpaid sums. As the HUD Model lease does not include these requirements, this addendum, or a similar addendum approved by TDHCA, must be included with the HUD Model Lease to incorporate these provisions in accordance with Texas Government Code 2306.6738.
HUD-91067HUD is in the process of updating the VAWA Lease Addendum (form HUD-91067) to include 811 PRA properties. Therefore properties should wait to implement the VAWA Lease Addendum until the form is updated and issued by HUD.
HUD form 90106Prior to occupancy of any Section 811 unit by an Eligible Applicant, the unit must be inspected. The Eligible Applicant must be given the opportunity to be present for the move-in unit inspection.

Referral to Property

TDHCA and the agencies within HHSC have a referral system to identify prospective Section 811 tenants, qualify those tenants (both income and disability status), and assist the prospective tenant with selecting one or more property specific waiting lists among those properties that have commitments to Section 811 units once they become available.

A Rental Assistance Contract is the contractual obligation with HUD for the property to provide a specific number of Section 811 units. Notices of vacancies must be made to the TDHCA POC for all units committed in the RAC are not yet occupied at initial occupancy or unit turnover. The Owner/Property Manager must notify the TDHCA POC as soon as they are aware that a vacant unit(s) is available, but at a minimum within seven calendar days from vacancy. When notified of an available unit, the TDHCA POC works with a Referral Agent(s) to identify one or more eligible Section 811 applicants from the waiting list for the property. The eligible applicants will be notified that a unit is available. The applicant has seven calendar days to let the TDHCA POC and/or Owner/Property Manager know whether they are interested in the unit.

To ensure the unit is leased in a timely manner, the TDHCA POC will only refer Section 811 applicants that have been verified by TDHCA to have all of their necessary backup documentation and are ready to fill out an application at the property. The Owner/Property Manager is required to take the applicants in the order in which they are referred by TDHCA.
