In 1995, the 74th Texas legislature established the Texas Interagency Council for the Homeless (TICH). Legislation requires TICH to coordinate the state's resources and services to address homelessness. TICH serves as an advisory committee to the Texas Department of Housing and Community Affairs (TDHCA).The Council’s duties are outlined in the Texas Government Code §2306.905. The Council’s Bylaws were adopted on October 20, 2020.

The Continuum of Care (CoC) Program is designed to assist individuals (including unaccompanied youth) and families experiencing homelessness and provide the services needed to help such individuals move into transitional and permanent housing, with the goal of long-term stability.
More broadly, the CoC Program is designed to promote community-wide planning and strategic use of resources to address homelessness; improve coordination and integration with mainstream resources and other programs targeted to people experiencing homelessness; improve data collection and performance measurement; and allow each community to tailor its programs to the strengths and challenges in assisting homeless individuals and families within that community.
There are 12 Continuums of Care in the State of Texas and the contact information for the Collaborative Applicant, Point of Contact (POC) for Homeless Persons and HMIS lead for each can be found on the HUD Exchange website, each of the CoC leads can provide information on local homeless service providers located in their CoC.

The Texas Department of Housing and Community Affairs annually provides Emergency Solutions Grant funding to a network of local homeless service provides in each CoC region. Eligible activities provided under the ESG program and a list of agencies currently being funded can be found on the Emergency Solutions Grants (ESG) Program Page. In addition, individuals can search for homeless services providers in their area on TDHCA's Help For Texans page by selecting "Emergency & Homeless Services" in Step 1 and selecting the appropriate City or County in Step 2 and hitting "Submit" under Step 3.
The Texas Workforce Commission (TWC) is the state agency charged with overseeing and providing workforce development services to employers and job seekers of Texas.
The Texas Workforce Commission operates hundreds of Workforce Solutions offices across Texas.
Workforce Solutions offices offer free one-on-one services to workers and employers such as:
- Job search resources.
- Career exploration, training and development resources.
- Resume and application preparation.
- Job posting and placement.
- Recruiting, retention and job training.
- Labor market information.
- Information on tax and hiring incentives.
- Assistance with locating child care providers.
- Child care support for parents who work, attend school or are in job training.
- Assistance to child care providers.
- SNAP Benefit Services.
