TDHCA has announced the release of six rules from 10 TAC for public comment. These rule actions were approved by the TDHCA Governing Board on June 4, 2026. These rule actions will be released for public comment and returned to the Board at a later meeting for final adoption. The rule actions and their preambles are expected to be published in the Texas Register edition for June 19, 2026. The published version will constitute the official version for purposes of public comment and can be found at https://www.sos.texas.gov/texreg/index.shtml.

TDHCA is releasing a draft of proposed new 10 TAC Chapter 23, Single Family HOME Program, Subchapter B, Availability of Funds, Application Requirements, Review and Award Procedures, General Administrative Requirements, and Resale and Recapture of Funds, Sections 23.20-23.29 and Subchapter F, Single Family Development Program Sections 23.60-23.61 and asking for public comment.

TDHCA announces a rule action for 10 TAC Chapter 1, Administration, Subchapter A, General Policies and Procedures, Section 1.12 Negotiated Rulemaking, that was approved by the TDHCA Governing Board on July 9, 2026. This rule will be released for public comment and returned to the Board for final adoption. The public comment period is July 24, 2026, to August 24, 2026.

TDHCA is releasing a draft of the proposed new 10 TAC Chapter 7, Emergency Solutions Grant Program, Subchapter C Emergency Solutions Grants, Section 7.40, Competitive Program Participant Services Selection Criteria for public comment. The draft was approved by the TDHCA Governing Board on July 9, 2026. The public comment period begins at 8 a.m, Central Time, on Friday, July 24, 2026, and continues until 5 p.m., Central Time, on Monday, August 24, 2026.

TDHCA is releasing a draft of the proposed repeal of 10 TAC Chapter 21, Minimum Energy Efficiency Requirements for Single Family Construction Activities; proposed repeal of 10 TAC Chapter 20, Single Family Programs Umbrella Rule Section 20.3, Definitions; and proposed new 10 TAC Chapter 20 Single Family Programs Umbrella Rule, Section 20.3 Definitions and Section 20.16, Minimum Energy Efficiency Standards, for public comment. The draft was approved by the TDHCA Governing Board on July 9, 2026. The public comment period begins at 8 a.m., Central Time, on Friday, July 24, 2026, and continues until 5 p.m., Central Time, on Monday, August 24, 2026.

TDHCA will host a live, online webinar to discuss the rules and regulations applicable to HOME, HOME-ARP and NHTF Developments for the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) on Wednesday, August 5, 2026, from 9:00 a.m. to 12 noon Central Time.

The Texas Department of Housing and Community Affairs (TDHCA) will present August Office Hours: Utility Allowances and Rent Changes, live online, on Friday, August 7, 2026, from 9:00 to 11:30 a.m., Central Time. This webinar, led by TDHCA compliance staff, will provide an overview of the Utility Allowance annual requirements and submission expectations as outlined in 10 TAC Section 10.614. Representatives from the Utility Allowance team will be available to answer questions and offer guidance. Staff will cover the submission process for the methodologies that require annual approval, how to request a change in methodologies, and the completion process for the HUD Model. Housing partners will have the opportunity to ask questions about these methodologies and processes.
